Former Texas Secretary of State Carlos Humberto Cascos was born in Matamoros, Mexico in 1952. He emigrated to Texas as a child and became a permanent resident and citizen while still in school. Cascos went on to study at the University of Texas in Austin. He became a Certified Public Accountant and was appointed by Gov. Greg Abbott to serve as Secretary of State of Texas from February 18, 2015-January 5, 2017.
On January 5, 2017, Gov. Abbott appointed Rolando B. Pablos to serve as the 111th Texas Secretary of State. Secretary Pablos earned a B.A. from St. Mary’s University in 1992, an M.B.A. from the University of Texas at San Antonio in 1994, an M.H.M. from the University of Houston in 1996, and a J.D. from St. Mary’s University School of Law in 1998. He is a licensed attorney and founding partner of RB Pablos P.C. and served as commissioner on the Texas Racing Commission and the Public Utility Commission of Texas before appointment to his current office.
